I think that this is a college magazine because of several key features that it has like:

• The age of the person on the front cover she looks about 18
• The masthead  of the magazine 
• The stories in the magazine are relevant to what we in the uk would consider relevant for college student because in the USA university are college
• She is also carrying books which is relevant as in college you have a lot of books to carry 
• The target audience of this magazine is students who attend college
